Network Issue

I have an odd issue with my Pi that I cannot find listed elsewhere.
No matter what distro I use its extremely slow - When comparing to vids of others pi's its terrible.

Tried 2 class 4 4gb Samsung SD cards. Also tried 4 different power supplys (RS one, HTC, HP and a Nokia) all same issue. I do not have a multimeter but I may get hold of one if this persists.

The most worrying issue is that I can boot debian and startx. With the Ethernet cable connected it runs the CPU at 100% constantly. When this is removed cpu load goes to idle after 20 secs.

Any ideas?

You could have something on your network that is flooding the Pi with network requests and causing CPU overload because handling network requests over USB is quite taxing for the CPU ?

The issue is that it is also not receiving an IP.
Main PC shows no unusual traffic on the router so I am lost as to what could be causing the issue. (Its a Virgin SuperHub). It also will not work at all on my 2nd bridged router.

Have you tried a different ethernet cable?

Many, many ethernet cables ;)
Is there any terminal command I can run to see what activity is happening on eth0?

Ok so update.

Tried 3 different PSU's including the RS components one. All test at 4.4v at the test points. Could this be the issue?

Oooerrrr thats low :-(
I gave up with a PSU which was only giving me 4.72v - using a hub now which is delivering 5.02v :D
