XBMC not honoring overscan settings (/boot/config.txt)?

I started my XBEAN install from scratch. Previously, my "boot/config.txt" settings were applying just fine on the old install. Now they are not being applied to XBMC. If I drop back to command line (cli) I can see the overscan settings of "/boot/config.txt" are being honored. Just not in XBMC, which makes no sense to me, seeing at the "/boot/config.txt" should apply to any app that uses the framebuffer? I have resorted to using XBMC's video calibration for now to fix the problem. Can anyone tell me what I am missing? Here is my current config.txt.
