Can't Boot, Please Help

I have completed most of the booting process, however, at the last step when I must reboot, the screen gets stuck at "Performing an on-line resize of /dev/mmcblk0p2 to 7803648 (4k) blocks."
What should I do? I have retried multiple times but it always gets stuck at this. I am fairly new to the Raspberry Pi.

does it need to be connected to the internet?

Check the voltage across TP1 and TP2. Make sure its close to 5V (4.8 +). Try another SD card.

A voltmeter should be part of every Pi starter kit......
Don't judge Linux by the Pi.......
