Why don't I see this option?

I see fake kms and legacy driver. not full. why? what can I do to get it?

AFAIK there isn't a stable full kms driver for the RPi4 yet.

I'm just trying to figure out why my CPU load is always so high.

Correct. Although its improved a lot very recently, still not quite there for a beta yet.
