Kindle Adapter Problem

I've been using a kindle adapter (5v, 0.85A) to power my RPi which works fine using the latest Raspbian image. However when I use OpenELEC, I start getting power problems, the keyboard and mouse will stop working. These are the voltages I've tested.

With no SD card inserted I'm getting 4.95v on one side of F3, and 4.85v on the other.
With SD card running OpenELEC, 4.78v and 4.40v.

I then borrowed a friends phone charger (5v, 0.7A), which didn't have any problems running OpenELEC and tested the voltages again.

With no SD card, 4.99v and 4.91v
With OpenELEC, 4.98v and 4.59v

Why is there a drop in the input voltage on the kindle adapter with an SD card and not on the phone charger? I'm guessing it's not a problem with the F3 fuse. Is the kindle adapter faulty? Anybody else running OpenELEC on a kindle adapter?

Could be, try asking the people who built the Kindle adaptor. ;)

F3 gives you a voltage drop of 0.4V which is also rather high.
I recommend a TP1 - TP2 voltage of 4.85V for a stable Pi operation.
Maybe the Kindle batteries will charge, even if the voltage is only 4.78V.
Tolerations on the voltage of +/- 10% are not uncommon.

to test the F3 fuse, it tells you to remove the SD card and to expect a voltage difference of within 0.3v. With the kindle adapter the difference is 0.1v(4.95v - 4.85v) and the phone charger 0.08v(4.99v - 4.91v), which tells me the F3 fuse is fine right?

Or you could stop using the Kindle adaptor and steal the friends Phone charger.
