USB frozen after cold boot

WhenI start My pi 4B (4GB) systematically the usb 2.0 ports are frozen, the mouse and keyboards are not recognized, neither the wireless keyboard (Logitech). Only after I change the USB port the mouse get recognized, sometime i need to swap the USB cable 2 or 3 times.
After that if I shutdown, unplug and re-plug the power connector, it will usually start all right (mouse is recognized !) Next start after a few hours the mouse will not be recognized again ! very strange . . . Could it be a power issue ?
