What, physically, are you using to format/write to the cards? Are you sure that the card slot/reader is fully SDHC and/or SDXC compatible (USB-based devices are usually labelled, card slots often aren't). Rather than use NOOBS, which requires the card to be formatted perhaps try using the new Raspberry Pi Imaging Tool instead: https://www.raspberrypi.org/downloads/ Although I can, and have used "conventional" Linux methods to write images with a Pi (or other Linux Box) I'm currently using that method** with one of my P3A+'s because it makes "life easier" :) : https://www.cpmspectrepi.uk/raspberry_p ... ** with a USB-based card reader/writer
Still running Raspbian Jessie or Stretch on some older Pi's (an A, B1, 2xB2, B+, P2B, 3xP0, P0W, 2xP3A+, P3B+, P3B, B+, and a A+) but Buster on the P4B's. See: https://www.cpmspectrepi.uk/raspberry_pi/raspiidx.htm

Raspberry pi imager worked gor LibreELEC. No issues.

But how to flash Openmediavault? Pi imager do not recognize iso image of Openmediavault. I want to boot it directly from sd card.
