used 2 different sd cards 64 gb and 128 gb, both are samsung evo plus. formatted to FAT32 many times. same error. not sure what i’m doing wrong. downloaded the latest version of noobs extracted and copied the files to sd cards multiple times after formatting the cards over and over. no luck.
What, physically, are you using to format/write to the cards? Are you sure that the card slot/reader is fully SDHC and/or SDXC compatible (USB-based devices are usually labelled, card slots often aren't). Rather than use NOOBS, which requires the card to be formatted perhaps try using the new Raspberry Pi Imaging Tool instead:
https://www.raspberrypi.org/downloads/ Although I can, and have used "conventional" Linux methods to write images with a Pi (or other Linux Box) I'm currently using that method** with one of my P3A+'s because it makes "life easier"

Still running Raspbian Jessie or Stretch on some older Pi's (an A, B1, 2xB2, B+, P2B, 3xP0, P0W, 2xP3A+, P3B+, P3B, B+, and a A+) but Buster on the P4B's. See: https://www.cpmspectrepi.uk/raspberry_pi/raspiidx.htm
