Pi4 after shutdown red light,fan and lan led is on

i have Pi4 4g ram, i have the pi 3 months,at first boot i make it ,all works perfect,all the leds off and the fan.
Now before one week ,after upgrade raspbian ,i shut it down and the lan, red light and fan still have power .
i deleted all,format and i make it with Raspberry Pi imager,new image to load it again clear .i do all the updates and dist-upgrades.but it still all the light on,and fan, motherboard have power.:(
what i do to shut it down and don't have power on motherboard ?

Shutdown doesn't cut power. Pull the power adapter out of the wall.

Hi.

Yes the original version of the bootloader did cut the 3.3v and 5V, but this was a change from how all other pi's had worked and caused a problem with some hats when installed on the pi4, so it was changed so that it now keeps the 5v and 3.3V live.

If you wish to revert to the original bootloader actions then you should look at this thread.

IIRC 5V is not (and was not) cut -- there is no on-board hardware to do that.
3V3, however, was cut in at some time, until undesirable side effects were found and the change was reverted.
