Pi 4 soft reboot hangs - hard reboot works

Hello,
I am having a problem with a new Pi 4 kit. When trying to reboot the unit either from the desktop or remotely, the device hangs. Rainbow screen appears, disappears, then I get 7 green flashes continuously on the Pi (kernel.img not found). When I do a hard reboot (power off then power on), the OS comes up. I have tried multiple reloads of the OS and two different SD cards. I have two other Pi 3’s and I have never experienced this issue. Tried with and without monitor attached, with and without keyboard/mouse attached (through VNC and SSH)
Fresh OS install from the latest and greatest on Raspberrypi.org.

Unless specified otherwise my response is based on the latest and fully updated RPiOS Buster w/ Desktop OS.

Thanks, tracking that thread and it looks like the problem is resolved. A new apt upgrade appears to have resolved the issue. Looks like I bought my new Pi4 just a couple days early!
