If you are having trouble with direct downloads, try the torrents. It's often faster than direct download and less prone to errors, since torrent downloads are verified as they arrive packet by packet. Torrents are also less affected by localized Internet traffic disruptions because they're distributed through lots of seed computers, rather than a single source or location.
I have a spare SBC setup as an always on torrent box that seeds my favorite free and open source software 24/7 (including Raspbian & NOOBS). While it's certainly not necessary to have a dedicated torrent box, it is a nice convenience. I can just toss torrent files or magnet links to that box from any device and retrieve the files later on the device that needs them (combine it with a file server for even more convenience).
My mind is like a browser. 27 tabs are open, 9 aren't responding,
