Pi3 Will Not Boot

I have a Pi3 B+ which was working but now will not boot. I have downloaded a fresh Buster lite to my SD, the SD works in another Pi. Pin 2 on GPIO measures 5.05 volts. When I power it up the red led comes on but nothing else. Also the power supply works fine with another Pi.

Are there any other fixes to try before I bin it?

Get your digital multimeter.

Measure the voltage with one probe on pin#1 one probe on the case of the ethernet connector. Then same test with the probe on pin#2 or pin#4. Take extreme care not to short pin#2 or pin#4 to ANY other pin.

Do you get 3.3V on the first test and 5.0V on the second.

If no, then it's going in the recyling.
If yes, then build a new SDCard with a fresh copy of Raspbian (or Raspbian Lite).

Pin 1 measures 5.5 mV pin 2 is 5.05 V

So it looks like it is off to Pi heaven.
