Printer is not recognised if not connected when device boots (RPi0W)

Hi, I wanted to use my rpi0 as an smb wireless printer access point, so i connected my HP printer to the board and installed CUPS, however if the printer is not powered on when the device is booting, it is not recognized and wont be shared.
Things I checked already
-CUPS daemon is runnign with no errors
-HP drivers installed and the printer is recognised if powered on during boot, i am also able to print
-lsusb only shows:
