Raspberry pi 4b peripherals still powered on after shutdown

I have a Raspberry pi 2 and 3 and on both of those when I shut them down the periperals like a connected usb drive also power down. On the Raspberry pi 4b I just purchased, when I shutdown, the ethernet is still on, and the connected usb hard drive is still spinning and its light is on too. Is this by design?

In raspbian I've tried sudo shutdown -h now as well as sudo poweroff. Same behavior from Libreelec shutdown too.

Just be aware that this also affects booting back up. Grounding GPIO 3 will no longer boot up your Pi 4B. I don't think the RUN pin will work either? You'll have to momentarily ground Global_EN pin or power cycle you Pi.

I followed the instructions to edit the bootloader configuration on: https://www.raspberrypi.org/documentati ... _config.md
Setting POWER_OFF_ON_HALT=1 does not turn off +3.3V on halt, or upon shutdown. This is in conflict with the documentation. Since I have a fan connected to 3.3V, it is pretty easy to see if there is power or not. In the past, I have used the fan blades stopping to tell me it is safe to turn off the power. This no longer works.

Either the command doesn't do what it supposed to do, or the instructions are incorrect, or something else?

You need to also set WAKE_ON_GPIO=0. WAKE_ON_GPIO=1 implies POWER_OFF_ON_HALT=0, as detailed in the documentation.

jdb, thank you for your instruction! That seemed to do the trick. Upon rereading the documentation, it was very clear. For some reason, I didn't catch it the first time through. The 3.3V fan now turns off using both halt and shutdown. Thanks again.
