motion(eye) losing cameras

I know I had this first time around, and have no idea how I fixed it (previously Stretch, now Buster).

I have a 3B+ with two HP webcams attached, and motioneye installed. The boot is a little unusual, since the 3B+ boots from an NFS drive attached to a 4B. Booting is fine, and the OS runs well. There are two other 3B+ and one 3B booting from the same NFS drive. No problems. (Each serves a different purpose).

The problematic system has a VPN and motioneye installed. The problem is motioneye will just lose the cameras after a while. The cameras are still visible to the OS, as can be seen:

The top two entries are the cameras. They also work to start, but then seem to get bored and just shut down. I can manually reconfigure the cameras in motioneye to get them back for a while, before they die again.

What is going on.

NB. I've ruled out power. I get the same with a single camera on a known good power supply (POE 5V 2.5A),
Headless PI. OMG, someone cut it's head off. Oh, hang on. it didn't have one to start with.
