Try Raspberry Pi Boot EEPROM Recovery. For this:
1. Go to https://www.raspberrypi.org/downloads/
and download the raspberry pi imager
2.After downloading the installer follow the steps in the installer and at the last step tick the box run raspberry pi imager, especially if you are not the administrator of the PC
3.Scroll down to the bottom of the list of Operating Systems and click on Misc utility images
4.Click on Raspberry Pi 4 EEPROM Recovery and select your Micro SD card and Write it.
5.Insert the SD card into the Raspberry pi 4 and the ACT light should boot in a pattern, If it is doing this install the OS into SD card and your pi should boot up.
