I've set a static IP via the router (and changed dhcpcd.conf accordingly) and though the network connection appears to survive a reboot it needs me to run 'sudo mii-tool -r eth0' (several times) before I can get a working network if I power the rpi up from a shutdown.

One last update for the day - I've managed to work around this problem by plugging in a usb ethernet adaptor and I've now got a stable network connection that survives shutdowns and reboots every time.

This, I believe points to either a driver/firmware issue, or in the worse case a faulty on-board network connection (correct me if you think I'm wrong).

At least using the usb ethernet I can now use the pi4 as my day-to-day computer and in the meantime I'll wait for some further firmware updates and see if they fix the onboard network issue.
