USB keyboard & mouse works with one image, not another

So with this Pi connected to an HDMI monitor, I can see the desktop, but neither the usb mouse nor keyboard do anything. Image 1 is a Jessie config.

If I put in a different image, the keyboard works (can't tell about the mouse because Image 2 is Volumio, a headless audio client that gives command line login prompt only to local monitor, no desktop but at least here the keyboard works whereas with Image 1, neither works). So it's not a hardware issue.

Back to Image 1 -- if I VNC to the desktop, I can mouse around and type all I want from the viewing computer. So Image 1 is not bricked.

Could there be something in the boot config of Image 1 (Jessie) that is switching off the local USB mouse & keyboard?

Which model of Raspberry Pi?

What are you using for a power supply?

Jessie is end of life and no longer supported. You should be using the current Raspbian Stretch for the best support and security.
My mind is like a browser. 27 tabs are open, 9 aren't responding,
lots of pop-ups...and where is that annoying music coming from?

It's a Pi 3; the power supply is a CanaKit 5V 2.5A Raspberry Pi 3 B+ Power Supply; and thank you for the suggestion that I should be using Stretch. But it's unclear to my why the particular release matters in this case, unless Jessie has some weirdness regarding ignoring peripherals that may explain the behavior I am seeing.

Raspbian Jessie is to old to natively support the RPi 3B+ & 3A+ models, Raspbian Stretch latest release supports all models including the Compute Module.

Raspbian Stretch was released 2 years ago and sometime this year it will be replaced by Raspbian Buster
Rather than negativity think outside the box !

Thank you. So are you saying that I should upgrade because Jessie has a known issue with its USB peripherals, or I should upgrade if I want to get some help with this issue?

You should definitely upgrade if you want people to try and help. No promises that they will be able to diagnose your problem, but at least they can try.

Jessie is old now, but I don't know of any particular USB issues with it.

Raspbian Jessie is obsolete and unsupported.

Do not upgrade, it is not recommended.

Install Raspbian Stretch with Desktop afresh:

Thank you. The Pi is part of a setup we have at our community radio station, it's running an Icecast server and I'll be needing to be using it next week to receive a live audio stream from a local music festival. We're getting ready for that event and I think that messing around with the Pi right now could be bad timing. It's working fine headlessly using VNC to "drive" it so this weirdness with it ignoring USB peripherals is more of a curiousity than an issue. I'll wait until after the festival then see about installing Stretch. Only problem being me trying to recall how I put Icecast on this thing, and seeing what to do to preserve its config. But that's for another forum.

When you do get around to installing Stretch (or Buster if it is out by then), do it on a new SD card. Then you still have the old working Jessie card to fall back on if things don't work at first.

May I also suggest creating a step-by-step textfile called something like "What-I-Did" so that a couple of years from now you'll have an easier time recalling it.
My laptop's full of those sort of files.
