May 2019: No package 'readline' found

on Stretch there is:
libreadline-dev
libreadline6
libreadline7

however nothing installs 'readline.pc' which is needed by 'pkg-config', and worked fine on Jessie

while searching for anything readline, this comes up:
/usr/share/man/man3/readline.3readline.gz

I think the 'libreadline' maintainers dont know what they are doing, for sure there is no QC or build tests.

How can I fix this?

hmm, I can't find any evidence of there ever being a readline.pc in debian, though I did find wishlist a bug report requesting it be added. https://bugs.debian.org/cgi-bin/bugrepo ... bug=901650
