What i have to do when it shows a dollar with terms of law or something like that?

This is the Pi's command-line. You can enter shell commands and summon applications from there.
For example "sudo raspi-config" would start Raspbian's built-in setup utility.

Are you using Raspbian Lite or Desktop?

If you installed the Lite version and don't know how to use it, try the Desktop version. The Lite version has no graphical user interface, you interact with it by typing commands.
My mind is like a browser. 27 tabs are open, 9 aren't responding,
lots of pop-ups...and where is that annoying music coming from?

If you are logging in remotely by ssh then that is text console only. If you are expecting desktop (GUI) over remote connection then use RealVNC instead of ssh.
Unless specified otherwise my response is based on the latest and fully updated RPiOS Buster w/ Desktop OS.
