ATT Uverse & DHCP

Hello all, been a while since I played with my Pi, but trying to set an original one up to work with ATT IPTV STB. This configuration works fine for my desktop computer, so cannot figure out why pi having problem.

Scenario: Orignal Pi, most current version of Raspian from NOOBS , ATT Uverse Cisco IPTV Wireless box

STB works fine for TV, has correct 169.128.1.xxx address in system settings, this STB has Enet port on back.
On my desktop, just plug enet cables in, correct IP address gets leased, all is well with TV and Computer and working interoperably with WLAN and Wired devices. STB has different ip than computer, so I Assume it has bridged by default.

Hook up Pi to the same cable, it gets a local link address, 169.254.xx.xx
Tried setting address manually based on output from Fing for an available correct address, won't take it

Long time since I dealt with a DHCP issue, but it seems to be a Pi problem, maybe HW ?, since it works fine with my Desktop, old pegatron AMD MB with onboard Enet, I don't think its a STB issue unless it just won't recognize the old enet controller.

Don't even know where to start; ifconfig show eth0 with local link address. Any help appreciated.
