That's probably a problem with the SD card. Try reimaging it. If that doesn;t work, it might be a card with a fake capacity, so woudl be worth checking that (google for how)

I just got this error yesterday. (2018/08/01) on my new PI3+ system, and can no longer boot Rasbian! :x
Since then, I have re-installed Raspbian Stretch in the 8GB mini-SD card, and the error still occurs.
You can see more details on https://github.com/raspberrypi/linux/issues/2635
Regarding the statement "...card with a fake capacity, so woudl be worth checking that..." it is worth noting that the imaging sets up TWO partitions on the card-
A 43 Meg Fat32 boot partition, and
a 4.45 Gig EXT4 partition. ... AND WHY IS THE FREE SPACE ON THIS SO SMALL?

Anyone checking the Raspian SD card with Windows will see that it appears as a 43 Meg card- the rest of the card has "mysteriously disappeared"!

With a little bit of research you will find the reason why this happens with Windows and why this is only a problem in your mind.

With a little bit of research you should know what happens on Raspbian first boot, it has been mentioned often.

With a little bit of logic it should be visible on your diagram what has gone wrong on boot.

The most obvious answer is that your memory card is either fake or faulty.
