"Ctrl" key acting like "Shift" key

Hello all,

I recently bought my first Raspberry Pi to play around with and almost immediately, I noticed that my keyboard layout was off because my "Ctrl" key was not acting like it should; instead it was capitalising letters like a "Shift" key (this keyboard does work with Windows computers and Windows and Linux Virtual Machines). I only have this issue on my Pi, so I was wondering what I could do to fix this. My keyboard is a US keyboard, and I have already used the "sudo raspi-config" command to change the keyboard layout to "English (US)", but it didn't fix my issue. I also tried changing the layout in the GUI, but that didn't work either. Anyone have any ideas?
