Reboot - have to wait a few minutes disconnected to boot

After a lot of black screen boots I realized something:
Whenever I unplug from power supply and plug it again, Pi doesn't boot at all !

BUT If I disconnect everything: sd, cables, power, etc and leave alone for a few minutes disconnected and then connect everything and power again, Pi boots normally!

Why that happens?
Can't be the capacitors!
Is some lock because of temperature?
I don't use overclock/voltage

UPDATE: even typing "reboot" at command-line this happens!

I have a PI powered with a usb hub

Why this happens?
Please help!
