Can't connect laptop using putty with Raspberry pi 3 B

1) I connected my raspberry pi 3 B with laptop using ethernet port and in cmd wrote ipconfig, I double check it using app angrryip and the ip I got from the app and cmd as well was (raspberrypi.mshome.net)192.168.137.89

2a) After that in Putty I insert that ip adress "192.168.137.89" after running it, I got the msg "Connection was refused"
.
3)Laptop windows 7, 64bit.

Can you help me resolving this problem? :?

So if I got it right I need just to make an empty file with name "ssh" and extension "txt"?

In the current implementation, the file must have no extension. So, lose the ".txt" extension.

Yes, doing this is tricky in MS Windows.

Hopefully, this will be fixed in a future version.

Exactly that.
and extension "txt"?
The Release Notes do not say that: you have invented it. Adding that extension will prevent it working as described.
