raspberry pi 3 wifi latest raspbain

I have the latest Raspbain, a Raspberry Pi 3 with built-in wifi and the machine is running. BUT how do you configure the wifi? I find no GUI tool for this and when I try the command line process method from this site it does not work because when I issue the command iwlist wlan0 scanning the machine says "wlan0 doesn't support scanning". My question is that a user with only basic knowledge is NOT going to be successful with the current configuration and descriptions to make the wifi on a PI 3 work. Has anyone gotten this to work with the latest raspbain 9-23 release? I have never gotten wifi to work on a PI since i bought my first "b".

Anyone with a solution that they have used to make this combination work?

LEFT click on the networking icon in task bar. (Up & down arrow icon or 2 computers icon in older revisions)
Find your SSID and click on it.
Enter your PSK
The icon should change to 'blue waves'
Unless specified otherwise my response is based on the latest and fully updated RPiOS Buster w/ Desktop OS.
