hcitool scan not listing Bluetooth devices

I'm having trouble scanning for bluetooth devices.

blutoothctl shows a lot of BT devices around:

However, when I run hcitool scan, nothing is shown:

What do I miss here?

Bluetoothctl will scan for both classic Bluetooth and BLE devices. hcitool scan will only find classic devices. What does

hcitool lescan
show?
