Streaming with PiCam Cannot see Live Feed

Hello! I've been trying to use my PiCam and Raspberry Pi to make my own webcam server. I've been using this tutorial (skip the first part)- https://pimylifeup.com/raspberry-pi-webcam-server/

I have success watching the in-browser stream on my raspberry pi, but when I try to view the same URL on other computer/devices on my local network it doesn't work.

I am really new to the raspberry pi and I don't really know what to do next. I've spent hours googling, but everything is so over my head (first time using linux! I think I've made MORE problems by digging in the command line.) I don't know what to do next.

Would appreciate any help, thank you!!

tl;dr- I have downloaded the Motion software for my Pi. Using my PiCam, I can view the live stream in my browser on the raspberry pi. The URL for the stream(my ip/port) doesn't work on other computers/devices on my LAN. How can I view my PiCam's stream on my PC and other devices?

double check that you have this:

# Restrict webcam connections to localhost only (default: on)
webcam_localhost off
in your motion.conf file.
