Pi 3 in shutdown state draws 220mA

my Pi3 draws ~100mA after shutdown.,140mA with hdmi2vga converter attached and it was always like that. Did apt-get update/upgrade yesterday.

On all previous models it drops to a bare minimal, but with the Pi 3 it remains almost the same as when it is up and running.

Any turned-off Raspberry Pi that's still plugged in: 15mA to 30mA

is not true (at least at 5V). My model B draws 110mA after sudo poweroff with nothing attached except power (i.e. more than pi3).
Actually the model B can idle at 100mA with HDMI off and usb disabled and after sudo poweroff the power draw goes up

on a separate note, did you manage to disable usb without disabling the ethernet. i would be very interested to know how. thanks in advance

I'm not sure if this is still applicable to the Pi 3, but I've done some tests with my B+ (my Pi 2 is busy server-ing).

Test conditions/parts used:
Proven/known good-quality Samsung power brick
calibrated USB ammeter
vanilla Raspbian
Left running for 2 minutes after action/command is executed to make sure the reading isn't just a random fluctuation.

Note: It's not exact because of the meter's limitations (measures by multiples of 10 mA or 0.01 A)

Here are my findings:
When the Pi is powered up without an SD card, it draws more or less 20 mA.
When it is shutdown using "poweroff" or "shutdown now", it draws more or less 10 mA.
When it's stopped using "halt", it draws a steady 210 mA.

That is correct behaviour. The man pages always said that halt is different from poweroff, and shutdown has options to choose. However in wheezy/SysVInit, halt (without -f) actually resulted in poweroff, and some people may have got into the bad habit of using it because it is less typing.

Incidentally, my Pi3 draws about 85mA in poweroff, and just over 500mA at halt. That halt figure is about twice the current drawn at idle, so something is obviously spinning.

Those usb ammeters are known to be inaccurate at less than 100mA - it's better to use a multimeter

Here are my findings:
When the Pi is powered up without an SD card, it draws more or less 20 mA.
When it is shutdown using "poweroff" or "shutdown now", it draws more or less 10 mA.
When it's stopped using "halt", it draws a steady 210 mA.

I strongly doubt it's actually using less than 60mA - even with no sd card.
Pi's relatively high usage even when off (>60ma) means I often have to use an arduino to control power in battery applications.

Fired up my pi2 (no usb - just ethernet)

Idle: 310mA
CPU loaded: 455mA
usb buspower off: 200mA

It seems you're right. Here are the figures using a not-bad multimeter. All of these are pretty steady (not much fluctuations):

Pi when first plugged in with no SD card: 52.2 mA (no pic, sorry)
Pi with no SD card (about 5 seconds after plugging in): 75.5 mA
"sudo poweroff" and "sudo shutdown now": 57.1 mA
"sudo halt": out of my meter's range, USB current meter reads 230 mA

Moment when SD card was inserted without power cycling: 75.9 mA. I think my SD card consumes 4 mA of power.

Possibly related is the fact that 'halt' no longer triggers the 10 LED flashes like it used to. Bug, or feature?

Boot VC4 baremetal from uSD & the current stays at ~52mA.
