Is what you shoudl, see but if if hci0 turns up as soft-blocked you won't be able to scan

Should fix it, the only additional issue here is you need to make sure the rfkill tool is installed like so

That was the answer for me. hci0 was soft-blocked. (now I have to go read up on rfkill, and what soft-blocked means...)

Before unblocking, clicking on the Bluetooth icon would show "Turn On Bluetooth" but selecting that didn't turn it on.
Like some others, hcitool dev did not show any devices, and systemctl status bluetooth showed the service as 'running'

rfkill list showed two devices (phy0; wireless LAN and hci0; Bluetooth). Bluetooth was device 1, so I did sudo rfkill unblock 1 and Bluetooth started working fine.
