Network lights always on - with no cable connected

When I power on my Pi 2, without a network cable attached, the green and yellow lights are illuminated permanently.

If I connect a network cable, no connection is made to my local network. ifconfig shows an IP address of 169.254.38.41.

I have many Pis embedded in various projects since the first Pi came out, so I'm fairly experienced with these devices, but I've never had a problem like this.

Any ideas? I think somehow the ethernet chip has got damaged.

Hi! I have very same issue with mine (RPi3). Green light does flash from time to time, orange is always on. The IP is set to 169.254.114.62.
WiFi is working, no problems with USB ports either.

I tried Raspbian OS and OpenELEC without success but can confirm that the same builds work on my other RPis (2 and 3).

Have you ever managed to solve this issue with your Pi?
