connecting raspi to the net

Hi all. I got a new pi 2 and tried connecting it to the laptop, but I'm still having some problems. So i tried a new approach and now the problem is that i got an old vga monitor to connect the raspi to and i can't connect the raspi to the internet via the ethernet cable connected to the laptop which has access to wifi.I've read here in the forum that a possible solution is to set a static ip for the pi something of the form 192.168.x.x matching the ip-address of the laptop. but when i last checked the ip address of my laptop connected to wifi is 10.something and same goes for the raspi when connected to the laptop.I even tried bridging both the wifi and ethernet connection, but it shows a similar address. Can i use this ip as a reference to set the static ip for pi? Can you also please mention the procedure?
P.S I have to mention that we use a proxy server to connect to the net in our university(I think it is the same situation in most universities).
Keeping this in mind what do i have to do to connect the rasperry pi to the net?
Another problem is that i can't seem to find the wpa.gui file in my pi after i booted it in the monitor. Previously when i booted it back home, i did see the file. Do i have to give some command to activateit? Can you tell me what is wrong?
