That would be one thing that would make it unusable. But this isn't the case in the least AFAIK.
I found that using vim on the command line was fine, so in theory it is fine for programming, but as soon as I launched LXDE it just hammers the processor. I'd like to use LXDE with leafpad and midori open, either using Midori to teach my son HTML/CSS/JS... or simply for looking up tutorials to learn other programming languages.
There is a noticeable delay when typing into the browser, even with one tab open, and scrolling a page is laggy. I will look at some youtube videos of people using the Pi to see if theirs is any quicker. I will look into Raspian, but it put me off as it said it wasn't ready yet, and there were 4 different images that each admitted to various issues.
I have read there are issues with power supplies, especially those that are earthed. I just use a simple plug with a USB cable in it (my kindle charger, plastic earth pin). I hoped it would either work, or not work, if there was an issue with power. The plug says "Output: 5.0V / 0.85A".
