low wifi speed in multiple configurations

I'm trying to diagnose unusable WiFi connection speeds from both the onboard Pi 4 WiFi and an external WiFi adapter from Adafruit. I'm getting speeds much slower on the Pi than when I test the adapter in my T460 Thinkpad. Here's my setup and test results (Mbps down / Mbps up). Does this seem like a power issue, Is the next step to buy a powered USB hub? Thanks for any input.
