Can't get full 0-255 color from RasPlex

Not sure if this is the correct place to post this.

I just set up a Pi 3 with RasPlex 1.8.0. It's working flawlessly other that it doesn't seem to want to run on anything but limited 16-235 color.

I have tried entering hdmi_pixel_encoding=2 and =4 into the config file. And plugged the Pi into two different TVs. But when viewing AVS HD 709 test patterns its still clipping the blacks/whites.

When I run "vcgencmd get_config int" I get the following.

I just ran the "tvservice -s" command and go the following

To me that means it should be displaying the full 0-255 range. But when looking at test patterns it is still clipping.
