Imaging a smaller SD card from a larger one

I have a 32gb sd card with rapsbian on it and everything is running smoothly and I dont want to have to start again but I have just bought a 8gb(sandisk ultra) card for this purpose and would like to clone it on to the 8gb card.
The partitions are as default I didnt expand the rootfs to the size of the card as I knew I was going to get a smaller card.
Any ideas how I would go about this.
ubuntu or windows app/script are fine with me

Yeah cheers,
I was lazy and I did it the following way thanks to you .
took my 8gb sd card and used the windows imager to write the vanilla debian to my card
this gave me correct partitions to start with then pulled out my open pandora as it has 2 sd card slots and deleted everything in both partitions on the 8gb card. I then used the rsync command you gave to move everything over on the 2 partitions plugged into the pi expanded the rootfs and I was away. Great stuff,
