Has it worked before on 1/2/4GB models ?
I would say that 18.04 never received any support for Raspberry Pi 4 8GB version.

only Raspberry PI OS is guaranteed to work on all PI's, Ubuntu Always trails after the fact, (sometimes it takes years before they somewhat catch up with RPIOS, and they don't care to update older versions for new PI's).
ONLY Raspberry PI OS fully supports the RPI hardware, including the GPU, and other hardware accelerators.
If you want to use a fully up to date OS, your best choice is Raspberry PI OS, which by the way differs very little from Ubuntu, as both are based on Debian, and you can install other desktop managers as well as other ubuntu software on RPIOS . No need to switch to Ubuntu for that, just because you are used to ubuntu.
