The VideoCore "firmware" for Ubuntu is distributed in the package linux-firmware-raspi2 at ... are-raspi2. The latest Ubuntu release of the GPU "firmware" is from the 15th of August 2019:
vcgencmd version
Aug 15 2019 12:03:51
Copyright (c) 2012 Broadcom
version 9f8431fb7839c7f00f52b81f5822ddab2b31d0db (clean) (release) (start)
The more recent GPU "firmware" releases contain useful power saving features for the Raspberry Pi 4, as can be seen from the release history at ... aster/boot under the tag firmware.

It would be nice if the package linux-firmware-raspi2 could be updated to the latest stable VideoCore "firmware" release.

You'll need to ask on the Canonical forum. It's not clear how Ubuntu gets and maintains their kernel and firmware packages for their Raspberry Pi support.

Thanks for the suggestion to look at the Ubuntu resources. It turned out however that the GPU "firmware" package is created by waveform80 ... 0#p1556639 who is also on this forum. So it could be that for at least this particular package posting here might actually work, even though filing a proper bug request would be better in principle.
