Issues with Ubuntu 19.10 on rPi 4

1) selecting 1440p causes the desktop to go offscreen:
notice that the upper-right icons disappear by going from 1080p [https://i.stack.imgur.com/u9mna.jpg]
to
[1440p][https://i.stack.imgur.com/55O1Z.jpg]

2) 1440p doesn't actually change the icon/font/overall size compared to 1080p.

3) the hdmi port next to the usb c port does not output any signal. I added hdmi_enable_4kp60=1 to the config file and it enabled it but now the other one is not outputting any signal. any solution?

4) is there a way to get rid of the jitter when moving windows [https://streamable.com/6sgc8]?

5) bluetooth is not detected. how to fix?

Have you tried the Canonical forums - Ubuntu is their distro so they are more likely to be able to fix it.

This is probably the wrong place to discuss a lot of this; there's absolutely no point complaining to the fine folks at the Pi Foundation about Ubuntu. Bug me instead (see below for more information on how to bug Dave)!
As already mentioned by others, https://ubuntuforums.org/ and https://askubuntu.com/ are good places to ask about things like this
