I am surprised that Raspbian Stretch Lite has a default Window Manager.

What you mean
My understanding (which might be incomplete) is that the Raspbian Lite distribution lacks the software components necessary to generate a graphical desktop. I assume - but don't know for certain - that it therefore lacks a default Window Manager.

Hence I am surprised that adding the Mate Desktop environment as described would install any 'default' components.

Clearly it worked to the satisfaction of the other poster, @taylorkh. I wonder what you have done differently?

Since you are already in discussion with @taylorkh in another thread I will not contribute any further here to avoid overlap and confusion.
