TV, yes, using either HDMI or composite video. Also DVI with a HDMI to DVI-D adapter (or VGA, but VGA adapters are often troublesome).
Assuming "photo framework" means a digital picture frame, it would depend on whether or not it had an external video input (probably not).
Laptop, tablet, smartphone can connect to a Pi using VNC remote desktop and the RealVNC viewer (VNC server is included with Raspbian). For CLI access you can use SSH. In this example screenshot from my Win10 PC, the upper-left window is a VNC remote desktop connection to my new Pi 4B, and the terminal is an SSH connection to my headless Creeper Pie Minecraft SMP server running on a 3B+ model.
My mind is like a browser. 27 tabs are open, 9 aren't responding,
