Using Touch Screen to Control AV Receiver

i am wondering if i can use the official 7" touchscreen, a raspberry pi, and an USB-UIRT transmitter to control an Onkyo AV receiver.
The receiver will be hidden, built into a speaker box. I would like to create a simple GUI using the raspberry pi and touch screen to control the source, volume of the receiver and on/off.
From my reading, it appears using various programs that i can teach the computer ir commands for the receiver, when the touchscreen is pressed i can then pass these commands using the ir transmitter such as volume up, volume down, cycle through inputs, on/off
Is this doable / possible?
