Certainly on this display, it's actually the panel itself that does the flip, so no extra load at all. Rotates of 90 or 270 do however requiree GPU intervention.

Check out another recent thread for details of flipping the touch screen, it's a device tree change in config.txt

I just wanted to post my fix for a few people that seem to have struggled with this; as the 'lcd_rotate=2' command was not working for me as well.

I discovered, however, that NOOBS sets up the pi to force a hotplug on your HDMI port. For some reason this messes with the rotate functionality.
Commenting out "hdmi_force_hotplug=1" in my /boot/config.txt file allowed my screen to rotate after reboot with no problems.
