This question is too generic to be sure what you are really asking about.
- The Pi4 has a GPU.
- its a newer GPU core than the ones used in earlier Pi models.
- Some graphics API support has been upgraded to newer versions and some has been removed.
- Same for Video Codecs supported in GPU, we now have both x264 and x265 support but lost MPEG2 and VC1.

As per the specs, the Raspberry Pi 4B includes a VideoCore VI GPU, so yes.
Now as far as OS support I do not know what the current state of play is.

What I'm really wondering if it support Windows 10 IOT remote deskop? The previous models of Raspberry PI didn't support Windows 10 IOT remote desktop.

The Raspberry Pi has excellent accelerated 3D graphics.
Recommend switching to Rasbian to make best use of it.
