Windows 10 iot doesn't boot

I have just downloaded Windows10_InsiderPreview_IoTCore_RPi3B_en-us_17661 and used "C:\Program Files (x86)\ImageWriter\Win32DiskImager.exe" to burn the image. I get nothing, no boot, nada. I am using a Samsung EVO Plus 32gb microSDHC card. I need further advice. I have been able to boot with NOOBS and have built fldig and wsjt-x both of which work fine. Thanks and 73.
