Pi 3 with Windows 10 IoT Core made unbootable by Windows update

Wed Apr 25, 2018 11:50 pm

Windows 10 IoT core works correctly on the Pi if I keep it offline. But if I allow it to do Windows updates then when the process completes it won't boot and just displays a 0xc000014c error.

Model and device details:
Pi Model 3B
Windows 10 IoT Core 16299.15
16GB Kingston microSD card

Reproduction details:
  • Install Windows 10 IoT Core using the Windows 10 IoT Core Dashboard
  • Verify that SSH, PowerShell, and the Windows Device Portal all work properly
  • Check the Windows Update tab in the Windows Device Portal and notice that it's downloading/installing updates
  • When the updates finish downloading and installing, it schedules a time to reboot
  • When the scheduled reboot occurs (or if manually rebooted at this time), the Pi screen shows animating gears with a progress bar that eventually reaches the end but then the screen turns black (and stays that way)
  • Attempting to boot the Pi by unplugging it and re-plugging it in then shows this error:
    Windows Boot Manager

Windows failed to start. A recent hardware or software change might be the
    cause. To fix the problem:

    1. Insert your Windows installation disc and restart your computer.
    2. Choose your language settings, and then click "Next."
    3. Click "Repair your computer."

If you do not have this disc, contact your system administrator or computer
    manufacturer for assistance.

    Status: 0xc000014c
Info: An unexpected error has occurred.
  • The screen then turns black after 60 seconds.

If I restore a DD backup of the microSD card then it will work again until the next Windows update completes. How can I go about fixing this?
