Window 10 iot core with Pi3

I have installed windows 10 iot core on raspberry Pi 3. I just want to start with first experiment turn on/off led. I want to turn on/off led in local network. I have pi and another computer with windows 10. I found that I have to use visual studio but I am confused. which the software need to do this simple experiment (visual studio)? which server need to run and where to run on Pi or computer ?

I found this useful link https://www.c-sharpcorner.com/article/led-on-and-off/

There are two machine one Pi and PC. windows 10 installed on PC and Windows 10 iot core installed on PI.

I don't understand where to install visual studio software to write program for led ?

VS2017 only runs on full X86_64 PC versions of Windows 10. That IDE won't run on a Raspberry, even though it can generate code to run on a Raspberry.
