1709 Build, Multi-language support

I created an IOT Core UWP application where I need the SpeechSynthesizer to work in French. It is running under a Raspberry Pi 3 Model B. I currently have the Windows IOT image created through the IOT Dashboard (where there is no language specification I can provide).

The 1709 version seems to have new support for multi languages as said in that page :

But I can't find the way to install french language in my application running in my RP3, I only have en-US languages.

Do I need to create a specific Image using the really complex IOT Core Manufacturing process or I can install a language pack on my RP3 or something?
