Have you tried the following?

1. update package
2. Install OpenVPN package
3. Download config files
4.Edit config & add your credentials
5. Open and edit config
6. replace it (config name) with one you desire-
7. Disconnect run
8. disconnect run
9. enable ip forwarding
10. configure NAT
11. Make the NAT rules persistent
12. save rules and make them apply at the startup
13. configure and enabe killswitch
14. save and apply
15. Don't use your existing internet router as DNS
16.install dnsmasq if possible to accept DNS requests from the local LAN and forward them to external DNS servers

Let me know if it worked. (y)

Right now the only way you can VPN with Win IoT is using ssh tunnels. That said as an IoT device this is normally solved using an ssl http connection so there isn't normally much of a need for a vpn setup and if there is using an external device can get you around that by tunneling your traffic tot he remote network over a vpn connection.
