The display is set up. The touch screen isn't. That is what needs drivers. In your case that would be Win10IoT drivers that support rotation of the touch coordinates.After this, the windows/or linux kernel is loaded, but here the display is already set up. Thats also why you have to restart everytime you change the config.txt.
