I would like to prevent deploy to others.

What exactly do you mean?
Prevent people from installing Win10IoT on Noobs?
If so: don't use Noobs

I would like that nobody could deploy application from visual studio. Is it possible?

Is there any possibility of blocking the sending application on raspberry pi 2?
